All of the shares in Centralines are held by the Central Hawke's Bay Consumers Power Trust on behalf of local consumers.

The Trust was formed in 1993. It has seven trustees, comprising four who are elected every three years by consumers, a trustee appointed by the Mayor of Central Hawke's Bay, a trustee appointed by the District Council, and a trustee from Centralines' largest customer Richmond Takapau.
